Rules and Regulations

League Management and Rules and Regulations

 

The Durham Indoor Soccer Club - League, hereinafter referred to as the DISC-L., shall be managed by its League Management Board, hereinafter referred to as the Board.

 

The Board at any of its Board meetings may modify, add or delete any Rules or Regulations for the betterment of the League. The clubs will be notified within 14 days of any changes.

 

Any matter not covered by the League's Rules and Regulations, shall be governed by the provisions of the League's By-Law and/or The Ontario Soccer Association's Published Rules.

 

Code of Conduct

 

Administrators and Team Officials must conduct themselves in such a manner as to set an example when followed, would enable every player to be a credit to the game.

 

Clubs are responsible for teams registered in the DISC-L. For any Rules or Regulations not followed by teams, team officials or players, the Club and/or the involved individual(s) will be charged with acting in contravention of the applicable DISC-L. Published Rule.

 

Playing Schedule

 

The Proposed playing schedule will be published on the Durham Indoor Soccer Centre website -  www.durhamindoorsoccer.com - before the commencement of the season.

 

League Fee

 

The Board will determine the annual League fee by July 1 of each year and it will be paid by each Club to the League in two installments - a deposit of $350 and a balance. Deposits will be paid on application to the league prior to August 31st and the balance by start of the season.

Team Registration

 

All team registrations must be received by August 31st.  All registrations are due with the Team Entry fees.

 

Each team may dress a maximum of 18 players.

 

Each team must notify the League and its respective District Association, in writing, within seven (7) days of any change in team officials. Failure to comply will subject the team to disciplinary action.

 

A minimum of 11 players must be registered on each team by September 15th of each year. Each team must play in its own age level unless otherwise approved by the League's Board, subject to the OSA's Published Rules.

 

Team Regulations

 

All players registered on a team will be so in accordance with the Rules and Regulations and any procedures of the District Association with which they are affiliated.

 

All players on a team must be in possession of a valid O.S.A. Player Registration Book to be eligible to play. Their books may be checked by the opposing team official(s) fifteen (15) minutes prior to the kick-off. If a player's registration Book is not presented the player will not play. A player arriving late will be allowed to play upon presentation of registration book.

 

Teams who are participating in the DISC-L. will abide by O.S.A. Rules

Published Rules regarding players except as noted in DISC-L Rules and

Regulations.

 

A player playing for a team in the DISC-L. shall not be permitted after January 31st to transfer to, or re-register with, another team in the DISC-L. during the current playing season.

 

All Players participating in a DISC-L. game must have registration books present at all times.

 

A player on a team in the DISC-L. will be permitted to "play up" to another team in the DISC-L.  A player may "play up" from younger teams (from other leagues), recreational teams from Club Leagues, or competitive teams from a District League. If the player is "playing up" from another Club, a Temporary Registration Permit is required.  If the player is "playing up" from the same Club, no permit is required. Each player is entitled to a maximum of three Temporary Registration Permits in one year. There will be no restriction on the number of players "playing up" to a DISC-L. team in any specific game. Players may “play up” to another team playing in the same division. Players may be registered on more than one team in any division.

 

 

Team Officials

 

All Team Head Coaches must be certified at the O.S.A.'s Community Coaching Certification level.

 

A maximum of four (4) carded officials (Coach, Manager and Assistant Coaches) shall be permitted to sit on the bench.

 

All Team Officials must be registered with their District Association.

 

Team Responsibility

 

Anyone on the bench entering the field of play without consent of the Referee during an altercation will be subject to disciplinary action depending on League Discipline Committee findings.

 

Any team failing to comply with any League Rules and Regulations will subject its Club to a fine and/or disciplinary action. Club Officials will be notified in writing of any fines levied and/or disciplinary action taken as per Appendix "A".

 

Team officials will coach within one (1) metre of their bench and are not permitted to walk up and down the sideline.

 

A team must field at least seven (7) registered players for a game and if not, disciplinary action shall be taken and the team will be fined as per Appendix "A".

 

If any team fails to appear at a scheduled League game, they shall be fined as per Appendix"A". Fines must be paid within 21 days of notice.

 

Clubs are responsible for the conduct of their players, officials, and spectators on and off the field of play during a game scheduled by the League.

 

A maximum of eighteen (18) registered players may sit on the bench. All players entered on the game sheet, are deemed to have played. (Players under suspension shall not be entered on the game sheet and will not be permitted to be in the proximity of the players' bench.)

 

Only the Durham Indoor Soccer Club - League or its delegates are authorized to schedule or reschedule games for the League.

 

Any game(s) scheduled or rescheduled by team officials, clubs or persons not authorized per Rule 8 "I" will be declared null and void. Teams participating in a game not authorized by the League will default all points from the game.

 

Referees must report the game result to the League's Scheduler/Statistician by no later than 12:00 midnight of the day following the game.

 

Player substitution shall be permitted, without the consent of the referee, at any time during the game provided that the players leaving and entering the field of play do so within the area designated by the referee and that the player entering the field does not do so until the player leaving the field has left. Infringements on this rule may result in both players being confined to their bench for 5 minutes. During this period neither player may be replaced by another substitute and the team must play less one player.

 

Any Coach and/or team official withdrawing a Team from a game shall be fined as per Appendix "A".

 

DISC-L Responsibility

 

The league will be responsible for the provision/payment  of:

Goal Nets

Numbered Coloured Bibs ( in the event of colour clashes)

 

Uniforms

 

All players shall wear regulation soccer equipment as outlined by FIFA and OSA Rules.

 

All teams must play in their Home Team League registered teamcolours.

 

All Players must be identified by a number on the back of their shirt and such number will be recorded against the players' name on the game sheet. All numbers must be legible

 

In the event of a clash in team colours, a decision with regards to alternate strips will be made by the referee in consultation with the team coaches. In the event of a dispute regarding changing colours the referee will use a coin toss to decide which team should wear coloured bibs provided by the League.

 

Goalkeepers' uniforms must not conflict with that of the game officials or opposing team.

 

 

Playing Rules

 

Standard OSA Indoor Playing Rules  will apply with the following exceptions:

 

Field Dimension: Games will be played on the full 186 feet * 101 feet Field

 

U14 and younger will play with 7 players plus keeper and use a size 4 ball.

U15 and older will play with 6 players plus keeper and use a size 5 ball.

 

Referees

 

Each team is responsible for the payment of game officials in cash, fifteen (15) minutes prior to kick off.

 

Referees shall be assigned for at all age groups.

 

Game Officials Fee Schedule; see Appendix "A".

 

The League or its designate will assign registered game officials to games.

 

Registered game officials must be present at the game fifteen (15) minutes prior to the scheduled start to complete standard field check.

 

All Referees must have a Level 3 classification or higher. The Referee must be two years older than the age group of the teams being officiated.

 

In the event that the referee does not show up at the game, the game shall be re-scheduled by the League

 

Complaints about Game Officials must be sent, in writing, to the league.

 

The game official is responsible for mailing game sheets plus other pertinent paper work to the League's Discipline Chair within twenty-four (24) hours of a game being completed. Any game official not complying with this rules shall be reported to her/his District Association for disciplinary action.

 

All game officials must sign all game sheets and record on the back of the game sheets any infraction for which players were ejected.

 

Game Start Time

 

The referee will endeavor to start each game at the scheduled time designated by the League. An allowance of not more than five (5) minutes from the scheduled time shall be made if either team has less than five (5) players in attendance. In such instance, the length of the game shall be reduced by five minutes

 

Game Duration

 

The length of games will be 50 minutes in two halves separated by a 2 minute half time break.

 

Game Sheets

 

Official game sheets, as supplied by the League, must be completed by the teams in full and given to the Referee fifteen (15) minutes prior to kick-off. Only official Game sheets issued by DISC-L. are valid game sheets.

 

All players and team officials must be identified on the game sheet. All names and O.S.A. Registrant Numbers must be legible at all times.

 

Only players listed on the game sheet are eligible to play and all are deemed to have played. A team official(s) must sign all team sheets; the signature shall verify the eligibility of players on his team.

 

Players are not required to sign the game sheet.

 

Completed game sheets accompanied by any Disciplinary Reports, Trial Permits or Temporary Registration Permits must be mailed to the League's Discipline Chair by the game official within twenty four (24) hours of the final whistle. Non compliance will be reported to the referee's District Association for disciplinary action.

 

Teams using players on a Temporary Registration Permit or Trial Permit must submit the authorized signed copy with the game sheet. All players playing for teams under Rule 6 "F" will be governed by Published Rules of OSA and DISC-L.

 

Cancellation Of Games

 

The game shall begin and/or continue to be played unless, in the opinion of referee, the safety of the players and/or the quality of the field is in jeopardy.

 

The game will be replayed in full if less than five (5) minutes of the second half has been played, after which time the results of the match at the time of the stoppage shall stand. The referee shall be the sole judge of time elapsed.

           

Rescheduling Of Games

 

Unless for conditions stated in Article 15 "A" or "B", no game will be rescheduled.

All postponed games will be rescheduled by the Durham Indoor Soccer  Club - League or its delegates. The game must be rescheduled and played within seven (7) days, if a field is available. The League will notify the teams a minimum of 48 hours in advance of any rescheduled game.

 

Under exceptional circumstances, the Board may order a game to be replayed if there is a valid reason for one or both teams not showing up at the game.

 

League Standings

 

The League Champion shall be the team which accumulates the greatest number of points, based on the formula of three (3) points for a win and one (1) point for a tie, in all league games provided for by the DISC-L schedule of that age group.

In the event of a tie for first place between two or more teams at the end of the regular season, the following criteria will be used to determine the League winner.

 

If two teams tie for first place, a game including overtime as per League cup rules will break the tie; if still tied, penalty kicks per FIFA Law Rules will be taken.

 

If three or more teams tie for first place, a round robin will be played and each game must have a winner, as per Rule 17 "B. 1." and the team with most points will be declared the champion. If the teams are still tied in points the team with the best goal difference (goal plus against goal minus) will be declared the winner. Costs of Referees fees for additional games will be split between teams involved.

 

If teams are tied for the same position in any part of final standings except for first place, the results between the teams will be determined by

Discipline

 

All Discipline matters (except appeals) and protests shall be handled by the League Discipline Committee

 

Scheduled hearing days will be the first Friday of each month starting with the first Friday in October, and ending with the first Friday in May.

 

Discipline in the case of alleged Referee Assault will be handled by the OSA in the District Association in which the player or team official is registered. The accused is automatically suspended from all soccer related activity, as per O.S.A. Rules, until the case has been disposed of.

 

All discipline reports must be submitted along with the game sheet within twenty-four (24) hours of game completion to the League's Discipline Chair by the Referee.

 

Any team official, who for whatever reason during a game pulls his team off the field, will be subject to disciplinary action depending on League Discipline Committee findings.

 

Club Playing an Ineligible Player

 

Any club charged with playing an ineligible player in a game sanctioned by the League will be subject to a disciplinary hearing. Upon being found guilty, the team will forfeit all points in games in which the ineligible player participated and will be fined as per Appendix "A".

 

Player Suspension

 

Any player suspended by the League for games in the DISC-L. is not allowed to play for other teams in the League or in any other League during the time period of his suspension of one or more games. Failure to abide by this rule will result in further disciplinary action taken against the player and the club.

 

Any team official(s) charged with playing ineligible players shall attend a discipline hearing and if found guilty shall be disciplined and fined as per Appendix "A".

 

Game Abandoned

 

Clubs will be held responsible if a game is abandoned because of the actions of its players, officials or spectators and will be subject to disciplinary hearing, and will be fined as per Appendix "A" if found guilty.

 

Protests

 

Protests based on decisions of the referee's interpretation of F.I.F.A. Law will not be acknowledged.

 

Protests will be handled as per DISC-L. Rules and Regulations. A fee of

$400.00; in cash or Club cheque must be submitted with the Protest within 24 hours of the game being terminated. Protests can only be heard if any Rules of the DISC-L. or OSA have been violated.

 

Durham Indoor Soccer Centre

 

The majority of games will be played at the Durham Indoor Soccer Centre – a privately owned facility which is a separate entity from the Durham Indoor Soccer Club – League. Coaches, players and spectators are required to abide by the rules of the facility which are published in the facility notice and which include but are not limited to the following:

 

No drinks or fluids are permitted to be brought onto the playing surface,

 

No gum is permitted anywhere in the facility

 

No smoking is permitted anywhere in the facility

 

Hot drinks may not be brought into the facility from outside and may only be consumed in the viewing gallery and entrance area

Only registered players may play on the field

 

Children and spectators are the responsibility of the adult who is accompanying them and must not be left unattended

 

In the event a coach, player or spectator of a club participating in DISC-L is denied access to the facility by the owners/managers of the facility for any reason, DISC-L bears no responsibility. 

 

Appeals

 

Any decision made by the League may be appealed to the OSA. The appeal must be submitted to following mailing address, or fax number or email address. An appeal fee in the amount of $250.00 must be submitted before the appeal will be processed.

If a disciplinary decision rendered by the League's Discipline Committee is appealed, that decision shall remain in force during the appeal process.

Accumulation of Cards:

In The Event That a Team Accumulates a Total Of

1. Four (4) Dismissals (Red Cards); or                                                         $50.00

2. Eight (8) Cautions (Yellow Cards); or                                                       $100.00

3. A Combination of Ten Discipline Reports (Red Or Yellow Cards)            $150.00

The Management of that team may be required to attend a hearing of the League Management Board. If brought before the Board, there will be an appearance fee charge payable by the Club, and the team may be subject to further discipline.

In The Event That A Team Withdraws From the League:

A.   Club registering a team and pulling the team from the league will forfeit the League fee.

B.   Club withdraws team between August 15 and October 1st, such club will forfeit its League fee and will be fined                                                    $300.00

 

All payments of fines and fees must be by cash, club cheque or money order, payable to the DISC-L.

 

All hearings Fees and Fines for DBR & DBH for players will automatically be deducted from the Club Bond.

 

Clubs are responsible for all fees and fines.

 

Clubs not paying discipline hearing fees or fines within the stipulated time will be declared not in good standing and their District Association and OSA will be notified.

 

Game Officials Fees:

 

Each team shall pay the Referee the following game official fees: $12

 


 

APPENDIX "B"

 

Discipline Procedures

 

Disciplinary action shall be taken in accordance with O.S.A. Discipline Policies and Procedures. The following guidelines will apply:

 

Discipline By Review (DBR)

 

All Player dismissals for Violent Conduct, Foul or Abusive Language directed at the Game official Serious Foul Play, Serious Foul Play (hand ball), Foul or Abusive Language Directed at Anyone Other Than Game Officials, Third, Fifth, Sixth, Seventh, Eighth or more yellow cards in a season, shall be dealt with by a Discipline by Review. The Player or Team Official may request a hearing if he wishes to do so within forty-eight (48) hours of the game finishing, (weekend excluded). The request shall be in a form of a request for a hearing together with the fifty dollars ($50.00) cash hearing fee. Cases are dealt with on a first come first served basis. Anyone representing an accused must provide a signed proxy from the accused before being allowed to participate at the hearing.

 

An accused may choose to by accompanied by another adult who may act as an adviser. An adviser may not act as a witness nor provide any testimony at the Discipline Hearing. An accused person less than eighteen (18) years of age must be accompanied by an adult. The Player Official Card must be presented before the start of the hearing. If no card is presented the hearing will not proceed.

 

Discipline By Hearing (DBH)

 

A Team Official or player may request a hearing for any dismissal under the DBR System except, Third, Fifth, Sixth, Seventh or more yellow cards. The request must be received within forty-eight (48) hours of the game ending, weekends excluded.

 

Team Officials

 

Any team official(s) reported by the game official (Ref) and charged with the offence of Persisted in Misconduct. OSA 2.31, 2.32, or 2.33 will be dealt with as Discipline by Review (DBR) and any request of a hearing must be received as outlined in DISC-L. Published Rules as per Appendix "B"

 

Hearings

 

A Discipline Panel will meet once a month. The Discipline decisions will be sent to the District Association and to the clubs in which the accused are registered by fax or e-mail the same night of the meeting if possible.

If a Misconduct Report received from the Game Official reports the accused of committing an offence which requires a hearing, the League Discipline Chair shall notify the accused of the date and time of the hearing. If the Player is found guilty, he must take the Player Registration Book to the District Association to which he is registered within twenty-four (24) hours of his notification of suspension. The District Association will be notified by the League. If not, she/he is suspended until a further request for a hearing is received and the player has attended that hearing.

 

All suspensions for the outdoor season will be by game numbers (example game #4321, #456) and the player is suspended for those games only. The game numbers will be entered in her/his Player Registration Book by either the District Association in the cases handled by Discipline by Review or by the Durham Indoor Soccer Club - League in cases handled by Discipline by Hearing.

 

All Players suspended for the following Outdoor Season must have their books updated prior to the start of the season by the DISC-L. or they will not be allowed to play until the DISC-L. does update the book.   A Special Night will be assigned by the League for entering the game numbers for suspended games.

 

MISCELLANEOUS

 

1.       Each club will post a Discipline bond of two hundred dollars ($200.00) at the time League fees are due. This bond will be reduced by the hearing fee imposed on each player by the Discipline Board. If the Player is found not guilty, no fees will be deducted from the bond.

 

2.        If the Club bond money is reduced to thirty percent (30%) of the initial sum, an additional fund must be sent to the League within fourteen (14) days of a notice sent to the Club. A report from the Discipline Committee will be sent to the club every thirty (30) days if necessary.

 

3.       The Board may request an additional bond from any clubs who have had excessive amounts of Discipline in the previous season.

 

4.        The DISC-L. reserves the right to hold a hearing, for any Club, Team Officials or Player who do not abide by the DISC-L. and OSA Constitutions, Rules and Regulations.

 

SCHEDULED HEARINGS DATES

 

Discipline Hearings shall be held on the first Friday of each month commencing with the first Friday of the month of October and ending with the first Friday of the month of May, with the exception of long weekends of Thanksgiving, Christmas, New Year and Easter.

All hearings shall be in accordance with OSA and DISC-L. Published Rules. The Accused must follow the guidelines of DISC-L. regarding dismissals and Special Incidents Reports. If these guidelines are not followed the accused person shall be notified and further disciplinary action may be taken. Hearings for Players Start at 7:30 p.m. at:

In all cases of an alleged Game Official Assault, the Player and/or Team Official is suspended on notification from all soccer related activity until the case has been dealt with by the OSA in the District Association in which the member is registered. Said person will be notified in writing of when and where to appear.

 

If an accused has been suspended and appeals a league decision, said person remains suspended until the Appeals Committee has fully processed the case
